The inaugural Quad Leaders’ Summit
The Morrison Government played a pivotal role in enhancing Australia’s position within the Quadrilateral Security Dialogue (Quad) — comprising Australia, India, Japan and the United States. Under Prime Minister Morrison’s leadership, the Quad was revitalised with leaders meeting for the first time virtually on 19 March 2021. This was significant as it represented a united front among four major democracies in response to growing concerns over China's assertive actions in the Indo-Pacific region. During the summit, leaders discussed collaborative efforts to combat the COVID-19 pandemic and enhance vaccine distribution across the Indo-Pacific, marking a strategic shift towards collective action in global health.
On 24 September 2021, Prime Minister Morrison attended the first in-person Quad Leaders’ Summit at the White House alongside US President Joe Biden, Indian Prime Minister Narendra Modi, and Japanese Prime Minister Yoshihide Suga. The meeting resulted in several key initiatives aimed at addressing pressing global challenges.
The Morrison Government’s approach to the Quad addressed broader geopolitical concerns, with leaders collectively emphasising their commitment to “a free and open Indo-Pacific region” — reinforcing democratic values and the rule of law. They addressed issues related to counter-terrorism and regional stability, particularly in light of developments in Afghanistan following the Taliban's takeover.
Prime Minister Morrison's advocacy for a stronger Quad highlighted Australia's strategic pivot towards enhancing multilateral ties in response to regional threats. The Morrison Government sought to ensure that the Quad functioned as a platform for collective security and economic resilience against coercive practices from larger powers. The Quad initiatives not only aimed at bolstering regional security but also fostered deeper connections among democratic nations committed to upholding shared values and promoting stability in an increasingly complex global landscape.
